The RSK discussed and adopted the recommendation on damages to steam generator tubes due to stress corrosion cracking – Measures to ensure the integrity of the steam generator tubes (Schäden an Dampferzeuger(DE)-Heizrohren durch Spannungsrisskorrosion – Maßnahmen zur Sicherstellung der Integrität der Heizrohre) (due to new findings in the follow-up to the meeting, the recommendation was revised at the 512th meeting on 22/23.10.2019 and then adopted in the amended version).

The RSK discussed the further steps with regard to KTA 2206 (Design of Nuclear Power Plants Against Damaging Effects from Lightning). The recommendation on ageing management for electrical cables (Alterungsmanagement elektrischer Kabel) was discussed and adopted, the recommendation on the requirement of examining the RPV base material (Anforderung zur Prüfung des RDB-Grundwerkstoffes) will be discussed again after clarification of open issues. The discussion of further recommendations had to be postponed.

The RSK took note of the AST (Committee on PLANT AND SYSTEMS ENGINEERING) status report on current findings on the earthquake hazard (Aktuelle Erkenntnisse zur Erdbebengefährdung). The BMU informed the RSK about the concept for maintaining specialist knowledge and qualified staff in the future (Konzept zum perspektivischen Erhalt von Fachwissen und -personal). The RSK determined the voting for the 73rd of the KTA on 12.11.2019 and discussed and adopted the following recommendations:

Die RSK wurde u. a. über die Ergebnisse der 73. Sitzung des KTA am 12.11.2019 und das Erdbeben in der Gemeinde Le Teil (Frankreich) am 11. November 2019 und die bisher bekannten Auswirkungen auf die in der Nähe befindelichen französischen Kernkraftwerke  informiert. Sie beriet und verabschiedete die Stellungnahme "Zwischen- und Nebenkühlwassersysteme".

Zum Vorsitzenden der RSK wurde Herr Rudolf Wieland und zum stellvertretenden Vorsitzenden Herr Richard Donderer berufen. Die Empfehlung "Erhöhte Oxidschichtdicken im oberen Bereich von Brennstäben mit M5-Hüllrohren" wurde beraten und verabschiedet, mit der Beratung der Empfehlung "Konkretisierende Anforderungen an eine statistische LOCA-Analyse" wurde begonnen.

Diese Sitzung fand aufgrund der Auswirkungen der Corona-Pandemie als Webkonferenz statt. Die RSK hatte zwischenzeitlich in der Ad-hoc AG CORONA die Auswirkungen der Pandemie auf den Betrieb und die geplanten Revisionen der Kernkraftwerke beraten. Die RSK beriet und verabschiedete die Stellungnahme "Stellungnahme zu noch offenen sicherheitstechnischen Fragen im Hinblick auf Verformungen von Brennelementen in deen Druckwasserreaktoren (DWR)".

Among other things, the RSK was informed about the results of the 73rd meeting of the Nuclear Safety Standards Committee (KTA) on 12 November 2019 as well as about the earthquake in the municipality of Le Teil (France) on 11 November 2019 and the impacts known so far on the French nuclear power plants located in the vicinity. The commission members discussed and adopted the statement "Closed cooling water and service water systems".

Mr. Rudolf Wieland was appointed as Chairman of the RSK and Mr. Richard Donderer as Vice Chairman. The recommendation "Increased oxide layer thicknesses in the upper part of fuel assemblies with M5 cladding tubes" was discussed and adopted, the discussion of the recommendation "Specifying requirements for a statistical LOCA analysis" was started.

This meeting was held as a web conference due to the impact of the Corona pandemic. In the meantime, the RSK had discussed the impacts of the pandemic on the operation and planned overall maintenance inspections of the nuclear power plants among the CORONA ad-hoc working group. The RSK discussed and adopted the statement "Statement on pending safety issues with regard to fuel assembly deformation in German pressurised water reactors (PWRs)".
